Feature: drop ICU-lx in favour of directly interfacing with harfbuzz

This means we have RTL support again with ICU 58+. It makes use of:
- ICU for bidi-itemization
- ICU for script-itemization
- OpenTTD for style-itemization
- harfbuzz for shaping
