(svn r4578) CodeChange : Cleanup of industry_cmd (Step-2).

Removing the _industry_min_cargo[] in favor of IndustrySpec.minimal_cargo,
IndustrySpec.a,b,c are now conflicting[], add an enum for IndustrySpec.checkproc
