Vanilla Expanded Storage

Adds a second storage tier to every shelf and lets stockpiles hold more than one stack per cell. Works with existing saves; see the compatibility list before adding it mid-game.

• Shelves, racks and crates with 2 to 8 stacks per cell
• A StorageTier stat on every building
• Per-item filters that copy between buildings
