b7373c3eb5 Check tile type in SignalStateCondition::IsSignalValid() 
This is to avoid triggering an assertion, particularly
when clearing the program state in InitializeGame(), as the map has
just been reset, or when deleting a signal referenced by a condition.

ad4f4525f3 Fix programmable signal programs not being cleared in InitializeGame. 
This could leave dangling signal programs in subsequent games
which can cause crashes during saving.

e8788019fa (svn r27400) -Fix [FS#6368] (r26449): when a dedicated server was paused with no clients the tick length was increased significantly, making any assumptions about the tick length used further down in the code are not true anymore. One of such assumptions was that one should readvertise every 15 minutes worth of original ticks, but due to the lengthening this timeframe would be more like 45-60 minutes. 0b09a7ac61 Add a conditional define for the override keyword. 
Use of the override keyword can prevent various types of problems when
the base method signature is changed, but derived overriding methods are
not. This is conditional to maintain compatibility with legacy compilers.
