1a81c1cedd (svn r9667) -Feature: Add the concept of cities. A (configurable) proportion of towns can
start off larger, and will grow twice as quickly as other towns. They can also
be placed specifically in the scenario editor. Thanks to TheJosh for the
initial patch and the idea.

ca9843424b (svn r8128) -Codechange: Split sprite and palette remap into separate 32 bit values.
This lets us increase the sprite width from 14 to up to 29 bits, 
effectively nulling the old sprite limit. Table changes in next commit.
